Current Major Developments Transforming Scarborough

Two things are reshaping the suburb. The Scarborough State Boat Harbour master plan, finalised in September 2024, sets the long-term direction for one of Moreton Bay’s busiest harbours, covering expanded marine berths, extra parking along Oyster Point Esplanade and dedicated areas for marine, tourism and entertainment uses. TMR has since put $3.9 million toward immediate land-side upgrades across several precincts, including public access, pathways, lighting, amenities, parking and boating facilities, with construction expected in late 2026.

The second is height. Apartment redevelopment has arrived along the esplanades, with the nine-storey Oscar completed at 71 Landsborough Avenue and further proposals lodged nearby. Council is separately running a coastal building design project for the Redcliffe Peninsula and Deception Bay, shaping how taller buildings look and sit, and that work will feed into the next planning scheme. So Scarborough surveyors increasingly find themselves working across amalgamated sites rather than single lots.

Coastal Constraints Every Scarborough Surveyor Checks

Water on three sides. Almost nowhere in Scarborough is far from the shore, which brings coastal hazard into play alongside ordinary flood mapping. Storm tide sets minimum habitable floor levels on the low ground, while erosion prone area provisions govern how close to the shoreline you can build at all. Both are mapped and neither is negotiable once design starts. So pull a flood check property report from City of Moreton Bay before you settle on a floor level or a setback.

Nineteenth century allotments. The peninsula was carved into thousands of small blocks by the 1880s, and Scarborough itself was gazetted in 1878, though settlement up here stayed thin until the Hornibrook Highway opened in 1935. Those old allotments are narrow, sometimes awkwardly shaped, and frequently at odds with the fences that came later. An apartment site is usually two or three of them amalgamated. A boundary survey establishes the true extent and area of every parcel involved, which is where any site cover or density calculation must begin.

Levels on a tight site. On blocks this size stormwater goes only where you design it to go, and a basement or undercroft car park makes that harder again. On a coastal site that datum tie earns its keep twice, because it also links your design to the mapped storm tide levels.
