Moreton Bay Central and the Petrie Precinct
The scale here is genuinely unusual. The Moreton Bay Central Priority Development Area covers roughly 460 hectares across Petrie, Kallangur and Lawnton, taking in the existing Petrie town centre west of the station. It was declared in September 2016 as The Mill at Moreton Bay, renamed Moreton Bay Central by regulation on 30 July 2025, and the current development scheme commenced on 13 October 2025.
The site has already changed twice over. It ran as dairy farms, then as a paper mill until it closed in 2013. Today the precinct carries the University of the Sunshine Coast’s Moreton Bay campus along with health, retail, commercial and residential land, plus a venue role for the 2032 Games. Precinct building like that is survey led from the first earthworks: control, staged setout, level verification and as-constructed records for every road, service and structure. Land surveyors in Petrie have not had a decade like it.
What Petrie Surveyors Have to Reconcile
Two planning systems in one suburb. This is the detail that catches people out. Land inside the Moreton Bay Central PDA is assessed by Economic Development Queensland under the Economic Development Act, while land outside it is assessed by council under the MBRC planning scheme. That boundary runs through Petrie. So the first question on any site is which side of the line it falls on, because it changes the rules, the process and who you lodge with.
The river and the dam upstream. The North Pine River runs past Petrie, and North Pine Dam sits about 5km upstream, a gated dam that makes controlled releases during heavy rain. Low blocks near the river carry flood mapping accordingly. A contour and detail survey ties your ground to a recognised datum, while council’s flood check development report gives the level a design has to clear.
Old lots against a new precinct. Established Petrie streets sit right up against the redevelopment area, and plenty of those lots come off much older plans with marks long since lost. Petrie surveyors use a boundary survey to settle the line before anyone builds to it.
